Hello GAAR Family,
This week marks the halfway point of the 2023 New Mexico Legislative Session and we continue to focus on legislation that has been reviewed by the NMAR Legislative Committee, which is comprised of REALTORS® statewide.
After careful consideration of how proposed legislation would address the housing crisis in New Mexico and provide access to housing for all, we have identified the following bills and our position on those bills.

We believe the bills below have at least some elements which contribute to actionable solutions to challenges in our housing market:
HJR 5 – Extend Veteran Property Tax Exemption, CA
HJR 6 – Increase Veteran Property Tax Exemption, CA
SB 139 – Services for Homeless People
SB 140 – NM Housing Trust Fund
SB 141 – Santa Fe Homeless Shelter & Programming
SB 281 – Independent Construction Inspectors
SB 286 – Discriminatory Restrictive Covenants
SB 381 – NM Housing Trust Fund Bonding
Oppose
Below is a list of bills that, after review, do NOT address current housing issues in an actionable and sustainable way and would have negative impacts on our neighbors and our industry:
HB 241 – Construction of Certain Dwelling Units
HJR 4 – Environmental Rights, CA
SB 77 – New Home Build Renewable Requirements
SB 99 – Rent Control Prohibitions
SB 338 – Transfer of Property Affidavits
SB 375 – Rent Increases and Air Conditioning
SJR 6 – Environmental Rights, CA
SJR 8 – Foreign Nation-Owned Property Taxes, CA

Join us in celebrating the incredible place we all live, work, and play—the Land of Enchantment. As we keep you informed throughout the session, we invite you to brush up on our state’s history and culture with the help of the Secretary of State’s New Mexico Blue Book.
This week, we’re sharing our state slogan—“Everybody is somebody in New Mexico.” Adopted in 1975 by the legislature, the slogan refers to business, commerce, and industry across the state.
We strongly believe in the message of our state slogan, and we continue to work for equitable access to housing and opportunity for all, as we’re all somebody!
